Residential Administrators’ Housing Programs
Residential Administrators’ housing program serves persons with diagnosis of a mental illness and/or alcohol, drug diagnosis with housing assistance in Logan and Champaign Counties. Tenants are referred to the housing program primarily by TCN Behavioral Health. The program provides subsides that pay the difference between 30 percent of the tenant’s household income and the cost of rent and utilities for an apartment. The subsidies are at Fair Market Rent (FMR) levels that the Department of Housing and Urban Development (HUD) sets based upon surveys of local properties in this area.
Within the program, persons live independently in housing owned by landlords, Residential Administrators and the Mental Health, Drug and Alcohol Services Board. Persons are responsible for maintaining their own home and care of themselves and household members and they all enter a tenant/landlord lease.
In addition, the units must also pass a housing quality inspection. The Housing Quality Standards inspection is a format used by the metropolitan housing authorities to ensure the basic quality units.
The MHDAS Board began contracting with Residential Administrators in 1999 to oversee and administer the housing program for Logan and Champaign Counties. Together, the MHDAS and RA have been able to obtain over 70 permanent housing units to serve those who have a disability of a mental illness and/or alcohol, drug diagnosis. Most of these units are funded primarily through HUD and/or local funding in providing rental assistance paid directly to private landlords.
This housing program emphasizes the importance of service integration and engagement; the use of case management to negotiate care systems; the need for permanent housing that is responsive to consumer preferences; and the importance of meaningful daily activity. Supportive services provided by partner agencies will help clients to stabilize while they transition from shelter, streets, and/or transitional housing into permanent housing.
